Groups must have no fewer than 51 eligible employees and no more than 250 eligible employees.
Any group falling outside of these guidelines will be considered on an individual basis. Eligible entities include:
- Cities
- Municipalities
- Villages
- Townships
- Others as determined an eligible government organization by the OBC
